Welcome:
Jordan Fire Chief Steve Kochlin welcomed everyone. He introduced Scott County Administrator Gary Shelton. Mr. Shelton welcomed everyone and stated how important training is and how the SCALE facility and others like it help with training. SCALE was built with collective resources from Scott Co., Scott Co. Cities and the State. 8 million from the County and 3 million from the State so far.
Program:
Featured: Chad Briese from Minnesota Valley Electric Coop and Jordan FD First Asst. Chief gave information on what to do when electrical wires are done at scenes. The various types of transformers and electrical lines. The Transformers weigh 200 lbs. and the electric lines are under high tension so a sudden release makes them dangerous. Never go into a substation unless you have a utility person along unless you are saving a life.
Gary Willaret and Randy Breggeman gave a Demo outside. They had a small scale electrical line system set up and showed what electricity can do at accidents. Never trust an electrical line as dead. Standing close to a down wire is dangerous.
Treasurer’s Report:
Balance is $3,898.41. Checks: $500 for Memorial, $252.69 for Director Eisinger’ S housing at conference.

If you have any bills for the next legislative session please contact Dave. Fire Safety Account has $4.7 million and this needs to be appropriated during the next session. Next Board meeting is Sept. 24th 2011. If you have questions contact Dave Eisinger at dlzinger@frontiernet.net or look at the MSFDA website for his contact information.
VFBA Ray Carlson:
Please pay dues on time. There is an extra processing fee after 30 days. When you do a First Report of Injury you should also fill out a claim. You cannot file a claim after 30 days after injury. This saves a lot of time. Contact Ray for membership cards.
State Fire Marshal: Jerry Rosendahl:

Certification Board Mark Morse:
Firefighter 1 and 2 @Scale in Oct. Mark will have an update to be sent out with the minutes
MNSCU Dan Roeglin: No report. Any questions you can contact Dan at dan.roeglin@so.mnscu.edu.
Executive Director of the Fire Training Board Bruce West:
No replacement has been named for his HSEN position. Fire Fighter license at 4,532 so far. No more grandfathering. Round 4 funds have been awarded. Every FD in the State received funds at $101.85 per firefighter. It is all done by electronic deposit. You have to turn in a receipt on your training to get the funds. On Line classes are now valid for reimbursement. Certification cost and books are 50%. The rest of training is 100 %. Their will be compliance checks to make sure that the training is being done as submitted. Their will be a Train the Trainer for Live Burn Instructor Standards. 2 from each Region will receive this training. BWCA fire is at 100,000 acres. No resources are requested yet. This will be a Federal event. The AFG grant ends on September 23, 2011. Please fill out the grant. Bruce commented how nice it is to see a full house at these meetings. Unfinished Business:
Chief Joel McColl presented a training class for February 18, 2012 at the SCALE facility. Dr. Richard Gassaway and Greg Hayes will be the Instructors. It will cost about $1,900. He is applying for a grant to cover some of the cost. It will cost $25 per person and we need 80 students to break even. Motion made and second to host this class. Motion passed.
New Business:
Old Timers were welcomed.
Director Eisinger gave Lifetime Memberships to 2 Delano FF’s, 1 Mayer FF, and 25 St. Boni FF’s.
Please get United Firefighter of the Year nominations to Hubie by November 14, 2011.
2011 Elections for President, Treasurer, and MSFCA Director get letters of interest to Hubie by November 14, 2011.
By-Law change: Article 111 will change the annual meeting from December to June for any increase in dues. This will give FD’s time to put increase into budget. Need to approve at December meeting.
Firefighter Memorial update by Chief McColl. Currently have $100,000 or 9% of FD’s. We are looking for private donations. Chief Esbensen has an 11 minute program on Facebook. Facebook.com/MinnesotaFireServiceFoundation for this info. Have everyone write checks through your Relief Assn.

Plymouth had a large apartment fire that required many FD for mutual aid.
