The mission of the MSFCA Emergency Medical Services (EMS) Committee is to act in an advisory capacity, to make recommendations for review and action by the President and Board of the Minnesota State Fire Chief’s Association regarding the EMS operations, education, OSHA, Minnesota State Emergency Medical Services Regulatory Board (EMSRB) and other regulatory requirements and future administrative direction of emergency medical services within the fire service of Minnesota


Emergency Medical Services Committee 2011 – Marty Scheerer

The mission of the MSFCA Emergency Medical Services (EMS) Committee is to act in an advisory capacity, to make recommendations for review and action by the President and Board of the Minnesota State Fire Chiefs Association regarding the EMS operations, education, OSHA, Minnesota State Emergency Medical Services Regulatory Board (EMSRB) and other regulatory requirements and future administrative direction of emergency medical services within the fire service of Minnesota.

2010-2011 Accomplishments:
• We worked with MSFCA Legislative Committee and the Minnesota Ambulance Association on legislation that included:
• Community Paramedic Bill
• Revenue Recapture bill
• No-fault insurance reform bill did not pass
• Uniform Customary Claims
• EMS sales tax exemption
• EMS Taxing Districts
• Primary seatbelt legislation
• Omnibus Public Safety Bill
• Omnibus Health Bill
• Working with the Minnesota Department of Health to fund the State-wide Trauma System.
• Continued advocacy of 1st Responder Voluntary Registration.
• Monitored Center for Medicare/Medicaid Services rules and their effects on emergency medical services.
• Monitored Medicare and insurance reimbursements related to their effects on emergency medical providers.
• Reported and provided updates concerning the EMSRB’s data collection program.
• Provided information from MNSCU concerning training and certification opportunities.
• Monitored Primary Service Area issues.
• Provided information to Fire Departments regarding Pandemic Planning.
• Monitored revenue recapture legislation

Goals:
• Provide a forum to discuss different ways of improving EMS service delivery
• Provide essential EMS information to all Minnesota EMS providers
• Work to increase funding for EMS Providers
• Work to improve safety for all EMS providers
• Provide accurate and informative articles for Minnesota Fire Chiefs magazine.
• Provide information for Chiefs Association members concerning emergency medical issues.
• Provide support for emergency medical legislative issues effecting Minnesota Fire Services.
• Continue a positive working relationship with Minnesota Ambulance Association.
• Monitor the Center for Medicare/Medicaid Services and other mandates that will affect fire emergency medical services in the state.
• Continued representation on the Emergency Medical Services Regulatory Board by the MSFCA.
• Expand the State Wide Trauma System as a standard of care that may get a victim to the best available care facility when and as quickly as possible.
• Continue exploring the possibilities of a joint MSFCA conference and Minnesota Ambulance Association conference.
• Monitor the EMSRB’s Data Collection planning to assist where possible in its progress.
• Provide support and monitor the involvement of EMS in terrorism, pandemic and disaster preparedness planning.
• Assist in the development and deployment of the Minnesota Disaster Medical Assistance Team (MN-DMAT-1)
• Help where possible toward insuring statewide funding for EMS communications.
• Encourage registration with the EMSRB for 1st Responder Voluntary Registration.
• Support First Responder Reimbursement Legislation.

  • B. West reported that there are 20,430 firefighters in the State of Minnesota
